Art. 4 (2) TEU provides that the European Union (EU) shall respect Member States’ national identities, inherent in their fundamental structures, political and constitutional, inclusive of regional and local self-government. The national identity argument holds that a shared national identity is necessary to motivate citizens in democratic societies to pursue a number of goals, especially social justice. We review the empirical evidence for and against this claim, looking particularly at how national identities have been measured.
